I think an individual should be licensed to own firearms and to buy ammo, and the test to get the license should ensure the person knows how to safely operate a gun, no criminal record, and no history of mental instability.
I do not believe in atts, registrations, or arbitrary prohibitions based on looks.
Canada's system is not too bad, it just needs a bunch of tweaking. France's system includes all I mentioned, many classes of licenses, registration, ammo limits, prohibitions based on looks, etc.
So to answer your question on how do I know they don't have the paperwork? Because I watched the video and they were using guns that are prohibited in France.

I think that it can be handled the way it's handled with the driver's licenses. If your doctor thinks that you aren't fit to drive, he reports you to the ministry. The point that some of the posters are trying to make is that gun laws just put fewer guns in the hands of the productive members of society while the criminals and terrorists always find a way to get armed.
