It would depend on the situation. I'd notify the popo first so they can come and investigate the incident/clean up the scene. Then I'd look into the possibility of stopping the attack without exposing myself to too much risk. I wouldn't be rushing into gunfire if I don't have good cover and a safe exit.

You would go looking for danger. leaving would be the safe thing to do, and people trying to help would just end up getting in the police's way, and you might get killed yourself.
