WTF was he thinking?

Either he zoned out and thought it was another lane (unlikely as there are double yellow lines for a while northbound) or he figured to beat traffic and take the open opposing traffic lanes to pass em. The latter being more likely. Even worse as the road drops off after the bridge a bit and you aren't likely to see a car coming southbound at speed.
