They've been doing a great job of tanking this season. They're really sticking to the plan (so far). They've gotten rid of a lot of contracts, freed up cap space, and have a LOT more draft picks for the upcoming 2016/17/28 drafts. This is the most committed I've seen them to a rebuild since I can remember.
