Bad drivers

So i head out earlier to grab a sandwich and roll up to a set of red lights. What i see next makes my brain pause and think wtf? Next to me on the other side of the island an asian woman who looks about 100 years old wearing a trademark visor bigger then her head pulls up. Shes heading the wrong way oblivious to everything around her. I honk my horn several times to try and get her attention but it sppears that shes deaf as well. Another vehicle coming the other way stops in front of her in awe. The guy gets out and starts walking towards her car to try and explain that shes heading the wrong way. At this time she guns it almost running him over, jumps the island and goes thru the red light almost smashing into other cars. How do these people keeep their license?
