Now since it's obvious you didn't read the Bible yet, so let me fill you in on the basics.
Satan /Lucifer / Red Dragon / is a fallen angel (cherub) Satan means = adversary
He rules the space around earth, in the earth, and on the earth.
Fortunately, man was given dominion (authority) over the minions (demons) of Satan, that's why he's so pissed.
He even tried to tempt Jesus and get Him to worship him.
Matthew Chapter 4
8 Again, the devil taketh him up into an exceeding high mountain, and sheweth him all the kingdoms of the world, and the glory of them;
9 And saith unto him, All these things will I give thee, if thou wilt fall down and worship me.
10 Then saith Jesus unto him, Get thee hence, Satan: for it is written, Thou shalt worship the Lord thy God, and him only shalt thou serve.

3. By humbly drawing close to God, we can resist Satan and he will flee from us.
"Therefore submit to God. Resist the devil and he will flee from you" (James 4:7)."

Ok, now let me take it a step further for you, Satan, has to give warning or announce his plans before God allows it.
If man is too stupid to see the warnings, or stand up to tyranical rulers, well we did it to ourselves, it's called free will Freedom to choose your master, and there can be only one.
Here's an earth example, when we want to change our name or public notice must be given for something, it has to be printed in two publications, even if it's the size of a postage stamp, you gave legal warning / notice.
If people don't see it, too bad.

So knowing that, does that answer your question as to why God lets kids starve to death?
