My yoshi's came with a template. Either way if you go the dremmel route drill a pilot hole with a decent size drill bit first. If you can, find a holesaw the right size and you're off to the races.

I should add that I would use a hole saw a hair smaller than what you need. Better to be a little smaller than too big. You can then file or dremmel the remainder for a perfect fit.
I had woodcraft and also no template. I put the bolt and bracket in and lined up the plastic over top to get a close-enough starting point. I started with a small hole. Once I got the plastic back on i could see how far off centre I was and mark and cut for real.
The down side of this is you are sort of stuck going the free hand route, as the hole will be too big for a hole saw at this point.
