I've been all over canada in the winter, coldest i've ever seen my temperature gauge go was -47 north of saskatoon. Now thats god damn cold. Edmonton wasn't fun as well... People in toronto are spoiled
Layering.. And I have crappy tolerance for cold. My ideal temperature range is 28-32 (above zero lol). Always layer and never have cotton next to your skin. Wool or wickaway synthetic especially if you're alternating activity and inactivity.
Don't leave skin exposed. Wear a mask if you have to. I worked in an open field at - 20.

I just left -42 in Alberta on Sunday. People here are soft. It's winter. It's not like it's a surprise.
It is when its 0-10 on a regular basis and then all of the sudden -30.
I agree - we get used to the weather that we get. We had a bunch of 'non-winters' over the years, so last year's polar vortex kicked us all in the ass. Last Saturday I was tidying up the backyard in a sweatshirt - then -30 - hard to adjust.
I lived in Calgary for a lot of years. I've seen days go from -30 to + 19 then back to -30. You get used to it. Winters here are nothing like when I was a kid. I guess with a few mild ones and now real cold again its an adjustment. It's still not bad here unless you're in the wind.
